An acquisitions editor evaluates scope and proposal completeness. A scholarly editor appoints reviewers, evaluates their reports and records decisions. Commercial arrangements do not override an independent academic decision. The editorial decision record includes criteria, reviewer independence, conflicts, version history and the rationale for acceptance, revision or rejection.
